The purpose of this policy paper is to present the common understanding of CONCORD on an enabling environment for civil society and the threats to democratic space globally. It ́s target groups are CONCORD members and representatives who want to formulate messages on these issues in relation to EU policy and practice. Since CONCORD ́s focus and mandate is international development, the paper focuses primarily on civic space in relation to EU external action and the fundamental rights of people facing poverty, marginalisation and discrimination, but also highlights civic space internally in the EU in the interest of policy coherence for a sustainable global development.
