This report analyses the key factors that allowed the government of the Philippines and the Moro Islamic Liberation Front to reach their historic peace agreement in 2014, the first significant peace treaty in a decade worldwide. This report looks at the reasons for concluding the agreement and the challenges ahead in terms of implementation. It devotes special attention to the management of security-related issues during the transition from war to peace.
