Club de Madrid is looking for an external consultant to evaluate their project “Promoting Dialogue for Democratic Reform in Haiti”.

Club de Madrid members have been working directly with Haiti’s political leaders (President, Prime Minister and their cabinets, heads of Parliament and opposition political parties) over a period of 18 months, providing peer-to-peer strategic and independent counsel and support. This initiative is structured around six high level missions that allowed Club de Madrid members, in coordination with the European Union, to accompany the Haitian leaders and main stakeholders in their discussions, actions and policies. The aim was to offer relevant support in designing their own solutions to face key challenges such as social cohesion, state reform, the electoral process, constitutional reform, building an enabling environment for investments and judicial reform. 

The objectives of the external evaluation are:

  • Informing the Club de Madrid, the European Commission and other project stakeholders about the performance of the project, as regards to objectives, outcomes and implementation achievement;
  • Informing future efforts of the Club de Madrid aiming at in‐country democratic consolidation processes, in Haiti and other regions

The duration of the assignment will be 3 months, and a maximum of 50 billable working days. Period of evaluation: 30 September 2015 to 31 December 2015.
