A problem faced by almost all Southeastern European countries face after the fall of Communism is the passage from a highly centralised and bureaucratic government to a decentralised one. This is accompanied by many issues and challenges. This publication presents the theoretical and practical approaches to decentralisation as well as discussing the challenges, opportunities and advantages of decentralisation.
