Parliaments are an important component of national governance systems. The key functions of parliaments are legislation, oversight and representation. By playing these roles effectively, parliaments can contribute to the elements of effective governance: state capability, accountability and responsiveness. Donors increasingly realise the value of working with parliaments. In this context, this report was written in order to inform the UK Department for International Development about parliamentary strengthening in developing countries.
