Club de Madrid – Consensus Building and Democratic Governance in Bolivia: The Experience of the Peruvian National Accord

This Club de Madrid publication, in cooperation with International IDEA, reports on a mission of Peruvian leaders to Bolivia. The mission, led by CoM Member and former President Valentin Paniagua, aimed to share Peru’s National Accord experience with Bolivian leaders engaged in preparations for a National Assembly to rewrite the country’s Constitution. The result of the mission was a greater understanding among key Bolivian policy makers on the need for and route towards consensus.
